A skill evaluation is essential to your sucess as a team member and ground search and rescue team. However, the biggest challenge to it is providing an unbais oppinon and not testing yourself on the scenarios you set up for yourself! Third party testing is also required for FEMA resource typing!

We invite you to join us for the first annual Keystone SAR Skill Evaluation Weekend! This weekend is designed to meet and exceed FEMA, PEMA, and Local Agency annual competency requirements for ground search and rescue! FEMA has set the requirement that Search and Rescue personnel must obtain a annual skills competency completions certificate to be eligible for resource typing status. This must also be maintained and re-evaluated annually. 

You will be evaluated in the following areas: 

1. Work Capacity Exam - This is also a FEMA & PEMA resource typing requirements. 

2. Day / Night Navigation (With & without GPS)

3. Wilderness rescue and evacuation techniques

4. Wilderness First Aid Techniques

5. Route Search Capabilities

6. Area Search Capabilities

7. General SAR & ICS knowledge

Team Leader Competencies:  

1. Task Briefing ability 

2. ORM Planning ability 

3. Rehearsal conduct

Classes that will be conducted: 

1. Annual BBP Refresher

2. Annual Hazmat Awareness Refresher

3. Documentation Requirements for SAR

Upon successful completion of all evaluation stations the participants will be issued a skill evaluation completion certificate issued by Sergeant Rescue Training & Consulting that will be good for  one year from the date of issue. The participant will also receive an annual work capacity certificate.

No onsite lodging is available for this event. 


There are several hotels and camp grounds near State College that are within a 5-25 minute drive from the training site. Average cost per night is $100.00 for a hotel. Camp ground rate vary!


There are many great restaurants in the Spring Mills area, both local and chain. There are also multiple grocery stores within a 20 minute drive from the training area.

Students are encouraged to plan to have lunch at the class location both days.

Course policies

Registration Policy

Payment in full is required to reserve your spot in the course. Tuition is non-transferable and is payable by check, credit card, paypal or money order and must be received prior to the start of the course. Tuition covers class materials, course equipment, and certificate or certification card fees. Sergeant Rescue is not obligated to allow any student to attend a course until the required payment and course registration materials are received and approved by Sergeant Rescue Training & Consulting staff..

Cancellation & Refund Policy

If a student cancels or withdrawals from a course:
    - If greater than or equal to 45 days prior to the starting date of the course, Sergeant Rescue will retain a

      $25.00 administrative fee.
   - If equal to or less than 45 days prior to the starting date of the course, tuition is non-refundable and non-

   - Participants that cancel or withdraw from a course are still responsible for cancelation fees and course

     tuition fees even if payment has not been sent or processed. (Applies if you cancel within 45 days of a


A full refund will be given if we need to cancel the course for any reason.

Late Payment Policy

Participants that register and choose pay via company check or personal check must submit payment in a timely manner. Payment is due no later than 10 days after your registrations is submitted. If payment is not post marked prior to this date a late fee will be assessed. Late fees will either be invoiced separately or added to any outstanding balance.

     - Initial late fee is $25.00

     - An additional fee of $10.00 per day will also be assessed if payment is delayed past 14 days from registration and is retroactive to the date of registration.

SRTC Student Agreement

(Including Assumption of Risks and Agreement of Release of Indemnity)

A course student agreement will be signed during the online registration process. Please sign and read it carefully as it affects your legal rights. If you are a minor, a parent or guardian must sign the document as well. Without a signed document, you cannot participate in the course. SRTC course participants, including minors, will have unsupervised free time throughout the course. Any activities during the free time are not part of the SRTC program and are at the sole risk of the participant.

Travel Arrangements

University Park Airport is the local airport. There are multiple rental car dealers at the airport, Enterprise, Hertz, Etc.


If flying or driving from outside the local area please plan to arrive Friday 29 May 2020.


Class will dismiss at 1500 on Sunday. We encourage those wishing to fly that flight arrangements be made to depart Monday.
